About dstelecom

What is dstelecom’s business model?

dstelecom uses a multi-operator wholesale business model, with a neutral and non-discriminatory positioning of operators, over a fiber optic network located in a large part of the municipalities in the interior of the country, namely the areas of lower population density, serving about 1 million addresses, which it makes available to operators so that they can sell their retail offers to their customers, whether in the residential or business segment.

Who can use the dstelecom network?

The dstelecom fiber optic network is exclusively available to telecommunications operators duly licensed in Portugal to provide electronic communications services.

Our network is used by a range of retail operators who contract our wholesale services to provide their end customers, whether consumers or businesses, with service packages or their own portfolio of market offerings. dstelecom guarantees a high-quality network between an interconnection point with the Operator’s network and the end customer’s address, ensuring the entire route.

Mobile operators also use our network to connect their antennas, where they have radio equipment that provides 5G services (or previous networks), via fiber optics.

The infrastructure we build and install throughout the country for use with our network can also be used by retail or wholesale operators who wish to run their fiber optic cables through our ducts and poles.

End users can use the dstelecom network indirectly, simply by contracting telecommunications services from one of the retail operators that use the dstelecom network.

How can I file a complaint with dstelecom?

If you are already a customer of a retail operator that uses the dstelecom network, you should contact your operator to inform them so they can try to identify the situation you wish to have resolved. Your operator will assess whether the situation you reported requires intervention from dstelecom and, if so, will contact dstelecom’s permanent support services so that we can verify any technical anomalies and, if necessary, mobilize our technicians to go to the location where intervention is needed, including the address of the retail operator’s end customer.

Does dstelecom sell services directly to consumers?

No. dstelecom operates exclusively as a wholesale operator, making its network available to retail operators that sell the services to the end customer.

What does dstelecom do?

dstelecom is responsible for the first multi-operator, open-access fiber optic network in Portugal, enabling retail operators to provide next-generation services to end customers.

I want to know if my address has fiber optic cable. How do I find out?

There are 3 ways to check if your address has fiber coverage:

  1. Access the check coverage page on our website
  2. Send an email to euquerofibra@dstelecom.pt
  3. Call 800 910 660

For a faster and more accurate result, provide your full address and, ideally, a GPS coordinate or landmark.

My address doesn’t have fiber yet. What should I do?

You can express your interest to our team via email at euquerofibra@dstelecom.pt. As soon as the network is available at your address, you will be informed.

Malfunctions and incidents

How do I report damage or incidents on the dstelecom network?

Any damage or incident that affects the integrity of the infrastructure and puts people, property, or public roads at risk must be reported to noc.incred@dstelecom.pt.

What to do in case of a service outage or failure?

Any malfunction or service failure should be reported to your retail operator, who is responsible for the contracted service.

Network and Technology

What is a gigabit region or locality?

A gigabit region or locality is one that already has advanced telecommunications services, for example supported by a fully fiber optic network, which allows it to meet the requirements and needs of the respective population, with widespread use of very high-speed digital services, with speeds that reach or exceed 1 Gigabit per address, serving consumers, businesses, public or municipal institutions, and even mobile operator antennas.

What level of availability does the network guarantee?

The infrastructure ensures availability exceeding 99.95%, with redundancy aligned with best practices and diagnostic systems such as OTDR.

Is the network tied to specific suppliers?

No. dstelecom adopts an independent technological strategy, with an agnostic network, avoiding dependencies and strengthening competitiveness.

What does it mean for the network to have more than 100% fiber capacity?

Since 2018, the network has been built with additional capacity, ensuring scalability and support for growing demand and new services.

Can operators choose the ONTs?

Yes. The architecture allows operators to choose the ONTs that best suit their needs.

What access technologies are used on the network?

dstelecom operates a next-generation network based on G-PON, XGS-PON, and a well-structured and sized Optical Distribution Network (ODN).

Is dstelecom’s network future-proof?

Yes. The network was designed with a flexible architecture, prepared to accommodate diverse technical requirements and evolve with the needs of operators and users.

Operators and services

Are there any technical or contractual requirements to join the network?

Yes, an operator can only use the dstelecom network if it is duly licensed in Portugal to provide electronic communications services and has entered into a Service Provision Contract with dstelecom.

Furthermore, depending on the type of wholesale service contracted, the operator will have to interconnect with the dstelecom network, which means that it will have to interconnect its network equipment with dstelecom equipment located at pre-defined interconnection points distributed across the 3 regions covered by our network: North, Center, and Alentejo & Algarve.

From a contractual point of view, operators must also comply with a set of contractually defined requirements regarding technical, legal, commercial, and other matters, a good example of which is the technical requirement of non-interference between their equipment and the dstelecom network.

Does dstelecom provide technical support to operators?

Yes, dstelecom has a network operation center that operates 24/7 to remotely monitor all existing network elements, as well as connections to covered addresses. This allows us to intervene technically to ensure the restoration of services or network connectivity, guaranteeing the service quality levels contracted with our client operators.

Operators use our technical support to report events related to the services they contract with us and to obtain resolution and explanation regarding the requested support.

Any fault or technical situation affecting the provision of a specific service on the dstelecom network must be reported by the end customer to their retail operator. The retail operator will analyze the situation, assess the need for dstelecom intervention, and if confirmed, report it to dstelecom. dstelecom will then diligently provide a solution and communicate it to the operator so that they can inform their client.

How much do dstelecom’s services cost?

Since dstelecom is exclusively a wholesale operator and has a neutral and non-discriminatory stance, the commercial conditions and services provided to retail operators are identical for any operator. dstelecom’s prices are made available solely to retail operators, according to the different wholesale offers available.

The cost to the consumer will be that agreed upon with the retail operator, and is neither known nor the responsibility of dstelecom.

Does dstelecom compete with the operators?

No. dstelecom maintains a purely wholesale model and never competes with its clients, promoting relationships based on transparency and non-discrimination.

Does dstelecom’s network only serve residential customers?

No. The infrastructure supports services for residential and corporate customers, always through retail operators that use our network.

What are the main advantages of dstelecom’s fiber optic network?

The dstelecom network is multi-operator, allowing consumers to choose the package that best suits their needs from among the main operators, guaranteeing freedom of choice.
